Basic Income and Development
Das Grundeinkommen ist heute Gegenstand einer lebendigen und spannungsreichen Debatte in Politik, Zivilgesellschaft und Wissenschaft. Indem es grundlegende Annahmen des gesellschaftlichen Zusammenlebens in Frage stellt, fordert es dazu heraus, das soziale Miteinander neu zu verstehen und zu gestalten. Auf der FRIBIS-Jahrestagung Basic Income and Development möchten wir gemeinsam darüber nachdenken, wie das Grundeinkommen mit Entwicklungskonzepten zusammenhängt und welche Potentiale es für die Herausforderungen in Gegenwart und Zukunft bereithält.
Jahrzehnte der Globalisierung und der neoliberalen Wirtschaftspolitik haben weltweit massive soziale und ökologische Probleme verursacht. Der fortschreitende Klimawandel bringt nicht nur negative Konsequenzen für die Umwelt mit sich, sondern hat zugleich auch soziale Krisen zur Folge. Der Anstieg der wirtschaftlichen und sozialen Ungleichheit führt vielerorts zu gesellschaftlicher Polarisierung und wachsendem Erfolg populistischer Parteien. Während immer mehr öffentliche Güter und Dienstleistungen zu Gunsten des Wirtschaftswachstums privatisiert wurden, sind die Risiken im Gefolge der verschiedenen globalen Krisen zu kollektiven Problemen geworden. Standards für die Bewirtschaftung natürlicher Ressourcen fehlen ebenso wie Normen und Werte für Arbeitsmärkte, Gesundheitspolitik und Krisenprävention. Darüber hinaus mangelt es an zukunftsfähigen Mitteln und Mechanismen, soziale, ökologische und wirtschaftliche Gerechtigkeit herzustellen.
Vor dem Hintergrund dieser Herausforderungen stellen wir uns die Frage, inwiefern ein Grundeinkommen dazu beitragen kann, Krisen zu meistern und neue Perspektiven zu schaffen. Könnte es dabei helfen, Umweltressourcen nachhaltiger zu nutzen, biodiverse Lebensräume zu erhalten und soziale Gemeinschaften resilienter zu machen? Würde es Menschen in (Post-)Konfliktregionen dabei unterstützen, sozialen Frieden herzustellen oder zu sichern? Oder hätte es vielmehr, wie kritische Stimmen meinen, geradezu gegenteilige Effekte? Welche Potentiale und Risiken birgt ein Grundeinkommen für Entwicklungspraktiken im Globalen Süden, und wie hängt es mit Umverteilungs- und Gerechtigkeitskonzepte zusammen? Diesen und anderen Fragen gehen wir im Rahmen der diesjährigen FRIBIS-Jahrestagung nach.
Basic Income & Development
Basic income has become the subject of a lively and controversial debate in politics, civil society and academia. By questioning the fundamental assumptions of our social interaction, it challenges us to redefine the way we want to live together. At Basic Income and Development, this year’s FRIBIS’ annual conference, we will be taking a closer look at the relationship between basic income and development ideas and the potential they hold for the challenges of both the present and the future.
For decades globalization and neoliberal economic policies have driven social and ecological crises worldwide. The ongoing climate change has not only lead to environmental disasters, but is also causing social crises. The increasing social and economic inequality is resulting in social polarization and increasing support for populist parties. And, as more and more public goods and services have been privatized in favour of economic growth, the risks in the wake of the various global crises have become collective problems. At the same time standards for the management of natural resources and the natural living environment are lacking, as are norms and values for labour markets, health policy and crisis prevention. We also lack sustainable means and mechanisms to establish social, ecological and economic justice.
Given these challenges, we want to explore the extent to which basic income can help to overcome crises and create new perspectives. Could a basic income help us to use environmental resources more sustainably, preserve biodiverse habitats and make social communities more resilient? Would it help people in (post-)conflict regions to build or secure social peace? Or would it rather have the opposite effect, as some critics suggest? What are the potentials and risks of a basic income for development practices in the Global South, and how does this/do they relate to concepts of redistribution and justice? These and other questions will be addressed at this year’s FRIBIS annual conference.

Anfahrtsbeschreibung / Route description
Die Offline-Veranstaltungen der FRIBIS Annual Conference 2022 finden im Kollegiengebäude I der Universität Freiburg statt.

Sobald Sie das Gebäude über den Nebeneingang betreten (Zugang Werthmannstraße, gegenüber der Bibliothek) ist die Veranstaltung ausgeschildert.
Anreise per Flugzeug/Bahn/Bus
Die Mehrzahl der Anreisen von außerhalb kommen am Freiburger Hauptbahnhof an. Von dort können entweder direkt vom Bahnhof zum Veranstaltungsort laufen oder mit den Straßenbahnlinien 1/2/3/4 bis Haltestelle Stadttheater fahren und dann zur Veranstaltung laufen.

Da das Kollegiengebäude in der Nähe Innenstadt ist, sind Parkplätze leider schnell vergeben. Die sicherste und günstigste Option ist deswegen Ihr Auto an einer der Park & Ride Parkplätze zu parken. Hier ein Google Maps Link mit den verschiedenen Park & Ride Orten:
Sollten Sie sich dennoch entscheiden Ihr Auto ganz in der Nähe der Konferenz zu parken, so empfehlen wir Ihnen die Parkhäuser Tiefgarage Universität Kollegiengebäude und das CONTIPARK Parkhaus Am Martinstor, welche beide von der Rempartstraße abzweigen.

Once you enter the building via the main entrance (access via Werthmannstraße, across of the university library building) you will see the signs guiding you to the information desk and venues.
Arrival by airplane/train/bus
Most arrivals via public transport arrive at Freiburg Main Train Station. From there can you either walk directly to the event or chose to take one of the 1/2/3/4 trams until you arrive at the tram stop Stadttheater (only one stop away from Freiburg Main Train Station)
Arrival by car
Since the Kollegiengebäude is located close to the inner city, it is often difficult to find parking there early in the morning. Therefore, the most reliable and also the cheapest option you have when you travel to the conference with a car is to park at one of the many Park & Ride locations across the city. Here is a Google Maps link.
If you still chose to look for parking close to the conference, we would recommend you to either use the parking garage Tiefgarage Universität Kollegiengebäude or the CONTIPARK Parkhaus Am Martinstor, which both go off Rempartstraße.

1. Was ist Grundeinkommen?

2. Was ist das FRIBIS?
Das Freiburger Institut zur Erforschung des Grundeinkommens ist ein Kompetenzverbund von sechs Instituten und Fakultäten an der Albert-Ludwigs-Universität Freiburg zur Beforschung des bedingungslosen Grundeinkommens. Mehr Informationen hier.
3. Wie registriere ich mich für die Jahrestagung?
Weiter unten auf dieser Seite findet sich das Registrierungsformular. Hier können sich Interessierte bis einschließlich 06.10. für die Jahrestagung registrieren (und auch wieder abmelden). Sollte es bei der Anmeldung Schwierigkeiten geben, kann der Helpdesk kontaktiert werden: conference@fribis.uni-freiburg.de.
4. Gibt es eine Anmeldegebühr?
Nein, die Jahrestagung kostet keine Gebühren für Teilnehmende.
5. Wo findet die Jahrestagung statt?
Die Tagung findet in Freiburg im Breisgau in der Albert-Ludwigs-Universität im Gebäude KGI, Platz der Universität 3 [Karte weiter unten auf dieser Seite] statt. Auch der Haupteingang findet sich auf dem Platz der Universität. Die Konferenz findet im zweiten Stock statt und wird ausgeschildert sein. Es wird auch einen Infotisch geben an dem alle weiteren Informationen zu den Räumen ausgegeben werden.
6. Ich kann leider nicht zur Tagung kommen, gibt es eine Möglichkeit die Beiträge trotzdem zu sehen?
Ja, einige der Beiträge werden online stattfinden. Zudem werden alle Offline-Beiträge und Online-Beiträge aufgezeichnet und nach der Konferenz auf der FRIBIS-Homepage und dem FRIBIS YouTube Channel zur Verfügung gestellt werden.
7. Welche Plattform wird auf der FRIBIS Jahrestagung benutzt?
Wir haben uns für Zoom entschieden, da diese Plattform relativ leicht zugänglich und verständlich ist.
8. Wie bekomme ich Zugang zu den Online-Veranstaltungen?
Alle Personen, die sich registriert haben, erhalten vor der Konferenz die entsprechenden Zoom-Links mit weiteren Hinweisen zur Funktion und Teilnahme. Zudem werden die Beiträge im Anschluss an die Konferenz auf der FRIBIS-Homepage zur Verfügung gestellt. Die Anmeldung zur Teilnahme gilt als Einverständnis zur Aufnahme.
9. Kann ich online und offline an der Tagung teilnehmen?
Ja, alle Offline-Teilnehmenden bekommen auch die Zugangsdaten für eine Online-Teilnahme. Wichtig ist, dass bei der Registrierung angegeben wird, an welchen Tagen Teilnehmende offline dabei sind, da das das Catering beeinflusst und wir genügend Kaffee und Snacks für alle bereitstellen möchten.
10. Ich würde mir gerne die Beiträge aus dem letzten Jahr noch einmal anschauen, kann diese aber nirgendwo finden.

11. Gibt es für die Teilnehmende Verpflegung während der Tagung?
Ja, vor- und nachmittags offerieren wir Snacks und Getränke. Für ein Mittag- oder Abendessen gibt es um den Tagungsort herum viele Restaurants und Imbisse, die vielfältige Essensoptionen anbieten.
12. Ich komme von außerhalb, wer übernimmt meine Reisekosten?
Leider kann das FRIBIS die Reise- und Unterbringungskosten von interessierte Zuhörende nicht tragen.
13. Ich studiere, kann ich trotzdem an der Tagung teilnehmen?
Ja, wir begrüßen die Teilnahme von Studierenden aller interessierter Fachrichtungen ausdrücklich.
14. Was sind die gegenwärtigen Corona-Regeln?
Die aktuelle Version der Corona-Regeln in den Gebäuden der Universität Freiburg findet sich hier.
15. Warum ist es in den Räumen der Universität Freiburg so kalt?
Die deutsche Bundesregierung hat im Zuge des Energiesparplans für den kommenden Winter entschieden, öffentliche Gebäude auf maximal 19°C zu heizen. Genauere Informationen dazu finden sich beispielsweise hier.

1. What is basic income?
A description of basic income can be found for example at BIEN (English) or at Netzwerk Grundeinkommen (German).
2. What is FRIBIS?
The Freiburg Institute for Basic Income Studies (FRIBIS) is a competence network at the Albert-Ludwigs-Universität Freiburg for interfaculty and interdisciplinary research on unconditional basic income, its conditions and its impact on society and personal life. More information here.
3. How do I register for the Annual Conference?
Further down on this page you will find the registration form. There you can register (and withdraw your registration) for the Annual Conference, up to and including October 6th. If there are any difficulties with the registration, you can contact the helpdesk: conference@fribis.uni-freiburg.de.
4. Is there a registration fee?
No, there is no fee for participants at the Annual Conference.
5. Where will the Annual Conference take place?
The conference will take place in Freiburg im Breisgau at the University of Freiburg in the building KGI, Platz der Universität 3 [map further down on this page]. The main entrance is also located at Platz der Universität. The conference will take place on the second floor. You will see orientation signs posted on the second floor, and an info table to greet you and provide you with further information. Some of the conference will be available online (see question 6).
6. Unfortunately, I cannot come to the conference, is there a possibility to see the contributions anyway?
Yes, some of the contributions will be online. In addition, all offline and online contributions will be recorded and made available on the FRIBIS homepage and the FRIBIS YouTube Channel after the conference.
7. Which online platform will be used at the FRIBIS Annual Conference?
We have chosen Zoom as it is relatively easy to access and use..
8. How do I get access to the online events?
All individuals who have registered will receive the Zoom links prior to the conference with further instructions on how to use them. In addition, the presentations will be made available on the FRIBIS homepage following the conference. Registration for participation will be considered consent for recording.
9. Can I participate in the conference both online and offline?
Yes, all offline participants will also receive the access data for online participation. It is important to include the information on which days participants will be attending offline in the registration, as this will affect catering and we would like to provide enough coffee and snacks for everyone.
10. I would like to look at the presentations from last year again, but can’t find them anywhere.

11. Will there be catering for participants during the meeting?
Yes, we offer snacks and drinks in the morning and afternoon. For lunch or dinner, there are many restaurants and snack bars around the conference venue that offer a variety of dining options.
12. I am coming from out of town, who will cover my travel expenses?
Unfortunately, FRIBIS cannot cover the travel and accommodation expenses of interested audience members.
13. I am a student, can I still attend the conference?
Yes, we strongly encourage the participation of students from all interested disciplines.
14. What are the current Covid-19 rules?
The current version of the Covid-19 rules in the buildings of the University of Freiburg can be found here.
15. Why is it so cold in the rooms of the University of Freiburg?
The German government has decided to heat public buildings to a maximum of 19°C as part of the energy saving plan for the coming winter. More detailed information can be found here, for example.
16. My question is not in the FAQ, who do I contact?
The Annual Conference has a helpdesk at conference@fribis.uni-freiburg.de, where we are happy to answer further questions.

We cordially invite all interested persons to participate in the FRIBIS Annual Conference from 10-12 October 2022. Please register using the registration form below. Any accommodation and travel costs incurred must be borne by yourself, there is no registration fee for the conference. The offline events will take place in building KG 1 of the University of Freiburg, main entrance Rempartstraße, 2nd floor (see map at the bottom of the page).
